The bottom link speaks of drought and too-wet ground. A source did say that many spots in Europe are under severe drought... Dead plants and dyingbtrees.
Anyway, maybe as Jim says, have your seeds in hand... be sure it includes some potato seed. They say some of that seed is now lost and this all will take 4-5 years to fix, IF it can be fixed.
