Hello Jim,
 Could I use sand, peat and pine needles for the bedding? The only sawdust around here is pet bedding and that is cedar, can get rather pricey to use that alone with sand, which is not cheap here either.

Yes you can certainly use those three.  Cedar sawdust is fine to use.  The only thing NOT to use is walnut.
