Would that 80-4-1 mix still be the same for my area where we live on a
limestone ledge, with very alkaline soil and alkaline well water (to water
the garden with)?

Our average rainfall is SUPPOSE to be 35 inches a year, but in the 16 years
we have been here (in south central Texas) we have spent at least 10 (spread
out over the 16) years in drought conditions where we have gone as high as
18 months without any rain at all. Normally it is about a year with only a
few inches of rain in the spring, none for summer or fall/winter.

Do NOT use lime, as that raises pH. I would apply gypsum as my source of lime. And if the soil is VERY alkaline I would add additional sulfur, as sulfur lowers pH.

For the Pre-Plant Mix simply mix calcium, magnesium sulfate, and boron in
the ratio of 80-4-1. Your calcium source should be lime if you receive 20"
or more of annual rainfall, and gypsum if you receive 18" or less. The
least expensive mgso4 is Epsom Salts from the Dollar Tree store. Boron is
20 Mule Team Borax, available in the large grocery stores' detergent section
