If it is flea beetles, I've had great success using milky spore, especially when combined with GrubAway nematodes (from Gardens Alive). I had an absolute infestation of them in NM when the bark beetle was busy killing off the forests due to drought combined with the no-burn policy (tree density per acre is higher than at any period in geologic record in AZ & NM); a one-two punch with milky spore & the nematodes ensured my huge bed of Mexican primrose was in beautiful shape in time to sell the house in a depressed market well above what I paid.

Milky spore isn't cheap, nor are the nematodes, but studies have shown the spore can multiply for 10 years or more, well worth the investment.
