Have a look at the seed banks themselves. They will often donate to a community garden. There is also an adopt a variety where you grow off and share with other gardens I'm not sure if it is the French, or the Norwegians that are doing it. It might be Seedsavers in Iowa , I'm sorry just can't remember.
There are also master gardeners in every state in your country that will have seed and maybe teach as well. If you don't belong to your local horticultural society maybe ask to make a presentation or be a part of the yearly seedy Saturday/Sundays that start up in the spring. Approach the local historical societies as well our pioneer villages, etc all use old seed up here especially for flowers and herbs. Charlotte has a great group of guerrilla gardeners and they would have access to some stuff as well.
When ever the city widens roads, stuff gets dug up and trashed talk to city hall you might get some small fruit trees from them out of the right of ways, as well as perennials. Urban farmers in the city will probably help as well. Talk to the food bank they may be connected to a grow a row program. Look a little farther afield and if you still have any of the native peoples left alive in your area, talk to them about the possibility of putting in some of what they still have. The sisters look incredible planted in a children's garden. Are there Mennonite, Amish or Quaker communities near you cause they will have seed and talk to the Charlotte paper about an editorial piece if you are a non profit they should help.
Don't forget construction companies for scrap wood for raised beds, cold frames, hoop house greenhouse, compost bins etc. and hospital laundries and car washes for rainbarrels.
I have seed just went through all of mine this last week...well most. But I live in a zone 2b/3a compared to your zone 7/8 so I am pretty sure mine's no good wouldn't take your heat, just as yours would never take my cold.
