Inoculant is not a fungicide. It is a powdered mixture of beneficial bacteria to be used with legumes, to help the roots fix nitrogen. If you've grown beans or peas in that soil before, you probably already have the bacteria in the soil. But it's cheap ($10 for enough to treat *50 lbs.* of seeds) and using it has no downside, so I use it every year anyway. Just wet the beans or peas immediately before planting and roll them in the inoculant powder. There are different bacteria for different legumes. I use N-Dure Garden Combination Mix, by INTX. "Treats up to 50 lbs Treats Soil Builder Mix, Legume Oat Mixes, vetch (except crown vetch), fava beans, bell beans, crotolaria, garden beans, peas, lentils, lima beans, cowpeas, and peanut."
