Vegetables Gardening - Growing Organic Vegetables

Hi,

I have inherited a garden, which is infested with mealy bugs. My efforts to grow several plants and veggies for the past six months are coming to naught. I regularly use my hose pipe and spray these off the leaves and nodes, but they come back faster than I can get them off. Besides, the neighbouring gardens are also also infected, and they don't seem to care, or have the capicity/will to control this pest, which I think is also resulting in these spilling over to my gargen.

Can anyone suggest some effective modes of control.
