Vegetables Gardening - Growing Organic Vegetables

What could be after my pole beans? The plants are about 2 inches tall and the top two leaves are getting nipped off. I do not see any insect around and have never had this happen before. What can I do to prevent the rest of them from being ruined? There are a lot of black birds and other birds around, but would birds do that?
