CMV virus infects more than 1200 vegetables and flowers.  At our community garden,  it was rampid one year.  I don't think it is CMV firus because the tell tale sign is a mosaic pattern on the leaves.  Are there any dark brown/black lesions on the stems of the potato plants?
 
An image search in google for potato leaf diseases or even potato plant diseases should pretty much come up with what you are dealing on those plants.

Pretty sure it's not early or late blight. The brown spots are very small and uniformly distributed around the leaf surface. Not like the large spots typical of blight. I've seen evidence of aphids, which are the primary transmitter of potato viruses. The spots and aphids are what lead me to think it's a virus.
