Well not necessarly true Jim. There are various hydro techniques -- flood & drain, NFT, Aeroponics, Kratky method.
For flood and drain system, yes the roots are only bathed periodically in solution. Aeroponics is a misted system so they are hybrid as the mist is not run 24/7. But NFT and Kratky method have the root bathed continually in solution. The trick is these two methods promote a aerial root system for the plants that provides the oxygenation that plants need.
