Have the leaves been damp due to weather, overcrowding, or watering?  It sounds like bacteria or fungus.


Search for: "foliar disease on peppers".  You'll get lots of hits.  Look at results for your state or region.

I have a Mittleider Garden that is now about six weeks old.  Most everything is doing well except for my sweet peppers.  They are all growing and most have flowers, but all, regardless of variety, are suffering from the same condition.  As they grow new leaves, the leaves begin to exhibit small round yellow spots.  The spots then turn brown and then the center of the spot falls out so all of the leaves are then full of small holes.  The leaves are nice and green, except for the spots/holes.

 

I have looked through the group files and did find a list of deficiencies, but this one did not match any of those that I saw.
