Some pigs will try to dig under a fence given enough time. One way to overcom this is to attach another section of wire fence like chicken wire to the bottom of the pig panel. Dig a trench on the outside perimeter of the fence about 4-6' deep and 1 or so feet wide. Place the wire in the trench so that it is turned outwards, away from the garden. As the pig roots and hits the wire he will move on. This can also be a deterrent for other digging critters. You may want to go a little deeper if your trying to keep out digging critters.
