Hi CT ! I suspect that when you sprayed them the bugs had a reflex which let them drop to the ground, away from danger. Many bugs do it. They then just climb back up again.
This is why I suggested putting plastic sheeting down. Firstly it means you can stop them hiding in the soil/undergrowth beneath the plant. Secondly, you can flood it/coat it with something lethal (eg milky spore), or something sticky (eg cheap margarine). If you use margarine then scrape it and burn the margarine bugs and all.
